摘要

高校公共危机预警分级是高校公共危机预警管理的关键工作之一. 高校公共危机预警分级可依据危机事件和危机管理两个维度进行评测: 危机事件维度测度危机的影响程度、致灾强度和扩散程度;危机管理维度测度危机的认知度、承受度和管理有序度. 构建了涵盖15个指标的高校公共危机预警分级评价体系, 并提出了改进的 截集模糊TOPSIS (technique for order preference by similarity to an ideal solution)的评价方法,然后结合模糊评价方法对5个高校公共危机事件进行实证研究.

Abstract

In managing public crisis in a university, it is critical to evaluate warning classification of public crisis. This paper manifests that the warning classification can be measured by elements of crisis itself and the crisis management. Specifically, crisis elements include impact, hazard intensity and proliferation. The crisis management elements include crisis awareness, tolerance and crisis management. Taking these into consideration, a warning classification evaluation system for public crisis in a university is conducted, which has fifteen indexes. Besides, an improved fuzzy technique for order preference by similarity to an ideal solution (TOPSIS) based on level sets is proposed for the warning classification evaluation. Finally five university crisis events are chosen for case analysis.
