Abstract: The establishment of the target for constructing the harmonious society will give a great influence on the practice and study of government by law, including law enforcement. It is necessary to research for being civilized and efficient in law enforcement on the basis of the harmonious principle. Traditional law enforcement tends to lay stress on unilateral, coercive administrative methods. But, actually, the adaptation of different mode of law enforcement will be beneficial to the realization of different law objects. Also the reformation of the mode of law enforcement and the seeking for the mutual understanding of citizens and administrators in doing so will be helpful to enhance the efficiency and efficacy. Therefore it should be attached importance to the citizens' participation and connection, to the reducing of administrative friction and cost, to the enhancement of administrative contacts' efficiency, and to the construction of administrative guidance and award.
