Abstract: Livelihood has been the base for building a harmonious society. Chinese government has done a large quantity of work with many social communities in livelihood guarantee and improvement, and has often gone extreme because of lacking dialectics in cognition. The paper suggests that government function center on livelihood. Research of livelihood is of academic importance and should be paid enough attention.
